Authority Address Custodians must ensure all BLPUs have an RPC = 1 or 2 (or 4 as permitted in Section 6.3.11.11).
6.4.2.2
All RPC values of BLPUs must be as precise as possible. Users need the RPC = 1, 2 or 4 to know how much they can rely on a Record’s coordinate position. Inaccurate coordinates and / or imprecise RPC values could cause service failures.
