BLPU Records must have a Mandatory primary Classification, should have a recommended secondary Classification and can have an Optional tertiary Classification if the secondary Classification is populated. The exception to this is if a Candidate is received from GeoPlace as a Mandatory or Optional tertiary Classification. In these cases the tertiary Classification must be used. All Classifications must follow the BLPU Classification codes, in Appendix C.
